My girlfriend and I recently hiked the Breakneck Ridge Trail to the Notch Trail, then on to the Wilkinson Memorial Trail. A fantastic day hike (6 hours) with lots of rock climbing and scrambling. Fantastic views as well. USGS ''West Point'' quadrant.
Says Jake

Breakneck is on the other side of the Hudson River from Rockland County, at the junctions of Putnam and Dutchess Counties. Camping is avaialable at a great hike-in hike-out campground, on the connecting Fishkill Rige, called Malouf's Mountain Sunset Camp (see their web site).

Given the lat/lon coordinates stated, I'd guess they're referring to what's known on the NYNJTC maps as the Breakneck Mountain Trail in Harriman SP. 'BMT' is painted on a rock at the southern terminus.
Says Greg

I don't think breakneck is in Rockland county , I think I t may be dutchess
